I went for the DVLA medical but the doctor could not get blood. What happens now?

Do you mean to say that the GP was not able to find a vein to take a blood sample from? Surely there must have been some part of your body where they could inject the needle, right? What exactly did he say?
I'm inclined to think that they would reschedule your appointment. Can't you get hold of the surgery/hospital to confirm what happens next?
