I have 6 points on my licence but they clear in july 2011 as it has been 4 years so do I still have to declare them to an insurance company?

No you don't mate. They are no longer on your license therefore you do not have to let anyone know you have had point. Only if they are on at the time of a quote or taking out a policy you have to let them know. So in your case, you have nothing and don't need to mention anything if they ask as it's not a law for you to state that you "used" to have points on you license. Also be aware that some driving offences can take up to 11 years to be removed. I'll include an external link to the DVLA page telling you which ones and how long they last for..http://www.direct.gov.uk...
