Allowed someone to drive my car knowing they didn't have a licence
I allowed a person to drive my car knowing they didn't have a driving licence. What offence, if any, am I committing? I am insured for my car, is the other person covered?

It is an offence for a person to cause or permit another person to drive on a road a motor vehicle of any class if that other person is not the holder of a licence authorising him to drive a motor vehicle of that class.
Therefore you are committing an offence by allowing someone who doesn't hold a licence to drive your car. If your car is insured for your use, it means you are covered and not any other person driving it unless they are named on your car insurance policy. If the person had insurance which allowed him to drive other cars, then it would have been fined but not having a driving licence would invalidate any insurance that exists.
