I have had a provisional licence for 18 years, also have six years no claims bonus as a provisional driver but have just passed my test recently. Can i still obtain a pco licence?

You must have held a full UK driving licence for a minimum period of 3 years. No claims is really for car insurance purposes and no matter how long you've held your provisional licence, it wouldn't help you.
