Where to get insurance for wheelchair adapted vehicle for non-disabled drivers?

My son owns a wheelchair adapted vehicle but he doesn't work and all his journeys are SDP (social, domestic, pleasure).
All the insurance sites only ask for disabled drivers and he can't get a quote as he doesn't hold a license and he has to get insurance for anyone to drive over 25, who is the cheapest?

Have you already contacted the 2 above? As far as I know, the motability scheme allows you to name a driver on your insurance, so the disabled driver does not need to have a licence himself. Is your son not registered for this scheme?
