If you don't claim, then you'll need to buy another car with your own money. So the question you really need to ask yourself is how much is the car currently valued at and if it's worth putting in a claim to her insurance company for that amount knowing it will be treated as a fault claim and she'll lose her 1 year NCD.
If her insurance premiums were something like £2500 and the car costs only £800 and by getting the insurer to pay out for the claim, she will incur £1000 rise on her quote during renewal, then it wouldn't be worth claiming for.
