Provisional licence application for Azerbaijani passport holder

Dear Sir/Madam, I am Shahin Gozalov writing about provisional licence I would like to apply for. Do I need to include into the application envelope for provisional licence both of my passports as one is expired with valid visa on it and another new one? I am Azerbaijani passport holder. Thank you.

Defitely send both passports to be on the safe side! They will return your original documents anyway after checking them, so you've got nothing to worry about.

You will need to send both passports as DVLA needs a valid passport and your expired passport will not count. However since the new one does not have the visa information on it, the old one will be used to check your residency.
